He'd keep her under house arrest but she wouldn't bother to attempt anything because she doesn't have any motivation to try. Gradually Zuko would just stop bothering to have her guarded.
She would be too humiliated and ashamed to face any of the nobility, her honor would be completely shattered.
The rest of her formative teenage years would be marked by severe depression. She would barely leave her room unless Zuko forced her to show up at meals and parties where she wouldn't talk to or make eye contact with anyone.
Sometimes she'd go out to the garden or library but if any of Zuko's friends showed up she'd run off and pretend she never saw them. She'd go to great lengths to avoid interacting with anyone except Zuko.
Eventually some opportunistic general 3 times her age would see a great opportunity to manipulate her vulnerability so he can social climb by marrying a princess. out of loneliness and desperation she'd accept him but he would be physically abusive. Azula would put up with it without complaint because he's the best thing that's happened to her since the war. Though conflicted about it, Zuko would intervene and eventually their relationship would implode and Azula would be even more depressed than before.
After years of being a social pariah and severely depressed, Azula would eventually have to find some new purpose in life as a way to move on, that doesn't involve sexual relations with older men. After years of never bending, she would remaster the skill and found the art of creative firebending and build back her reputation as an entertainer who people around the world would travel to see her displays of blue fire and gymnastics.
