Joker uses bodies and murder to portray his form of art, to him it is chaos and part of the form. This is why it's more natural to him.
Riddler rarely ever did but does not use bodies in his form of "art". He may be demented, but he never saw killing as part of his "artform" unless it happened to be the unfortunate result of them failing his riddles (and even then that's subjective. Some times he is not after their show of intelligence but one target's and will use them in his plan - but the goal is not killing the victim.
This is why people don't like when they try to make Riddler just a modern Joker MK 2 - it's all about how to portray their approach to crimes and their personality. Both will step on whomever just to show it, but only Riddler is about order and restraint when it comes to morality - with Joker it's all about the chaos and the punchline.
(BTW, Penguin's approach is very much more like Riddler but he as of lately tends to avoid connection to his crimes. he's less ostentatious but he's also about order.)
