It can technically do comic management and speech bubbles and what not in vector but You need to create your own assets and because Krita doesn't seem to be shilled nearly as much as clipstudio and not a lot of ppl seem to try it and create comic relevant assets for it.
The stock ink brushes are terrible in my opinion at least in combination with my tablet in terms of pressure nuances but i worked around it and i got a bunch of reliable ink brushes that i made now that are inspired by some specialized inking tool like cursive writing nibs.
Also Krita doesn't have vector brushes so if you rely on vector inking in clip, inking in krita is a downgrade but it has stabilizers!
Still the potential is there like i described above but you need to do some trial and error with settings untill you find values that feel just right which will end up giving you custom brushes that no one else has.
Personally i love some of the features like the pop up palette which gives you a lot of tools at your disposal just one click away, the brush engines (yes Krita has multiple brush engines) are very powerful and yet the performance is pretty good too.
The somewhat new water color brushes that come with Krita since 4.4.0 are a game changer and compared to the previous one's and some other apps ive tried like Medibang or fire alpaca.

In terms of UI and lingo it's closer to Photoshop and some functionalities like layer styles are straight up mirrored in their functionality to that of Photoshop.
Kirta is pretty versatile and highly customizable in its UI layout and other things but that means however that it is not going to be streamlined for certain work flows like clip or Medibang are when it comes to making comics/manga. Making it streamlined is gonna be your job by fine tuning Krita to your needs!
