This makes sense because her connections with the military and SWORD gives her connections to these sorts of people, and the situation serves to give reason for Monica to run into the Hex unprotected and get powers. Making this into Reed Richards or whoever pipedream never-before-seen main-character-tier comics character, showing up and disappearing in the middle of episode 7 of a 9-episode Disney+ series, wouldn't make any sense.
