America is designed to be a federation of individually run states, that come together for major things that are too large for the states to handle themselves like national defense, settling interstate disputes, national trade policies. In fact, it wasn't until very far into America that we had things like a national army, national bank, national taxation.
Each state has got different terrain, different people, different culture, different economic needs, different social priorities, frequently even different religion. I can directly write up my own laws, and vote on other people's voter created laws in my state. Another state has healthcare for everyone. Another state has free community college for everyone who doesn't drop out. There's a 25 percent difference in taxes between my state and the state next door. Ect, ect.
Each state is close enough to a functioning country, that even if DC suddenly fell into the Shadow Realm tomorrow, they could continue to operate. Each state governor even has specific military units that they can deploy in an emergency.
The idea was to distribute power, to avoid situations where one agency, or person could fuck up, be corrupt, be stupid, and crash the system. We've been moving slowly away from that and to a more centralized system since the civil war, but that's how it was designed.
