Honestly at this point I wouldn't expect that you want to be able to deny the refugee status when Palestinian so call refugee( Palestinians in Muslim law countries for multiple Generations) can adopt a orphan of the country that live in in and they are considered refugees and not even from the country do where did their entire life under UN law. Basically I'm complaining at the UN standard for refugee status so ridiculous you can be adopted by refugees into being one even though it said refugees have been living in that country since Long after the conflict has ended they are called refugees from. If the UN complains about them saying you can't make these refugees they can reply back you I've even worse standards about what should be considered a refugee and not for UN financial support.

The X-Men fully transitioning into crazy evil supervillains could be a pretty cool storyline if they weren't being portrayed as the good guys for most of it.

It ended with Xavier erasing the memory and ability to re-create a device against that persons will. I'd say that lends credibility to the assumption that he made the Latverian Mutant go to Krakoa. It isn't beneath him to do so.
