Prey make up the vast majority of the overall population. Predators are seen as a danger on an institutional level. Many prey believe the preds get their positions of power through nepotistic means as they are massively overrepresented among the wider population. Despite that, the reality is that most of the time the preds are simply better suited to the job. Most see any slight by a prey against a pred as acceptable because it's perceived as punching up. A large movement by prey against preds is revealed to have actually been orchestrated by a cabal of ewes trying to usurp power in a legitimately nepotistic way. They even do this through riling up the other prey about how dangerous the preds are and pretend to care for them, yet in reality are simply using them to gain power. They also have no mercy for any prey seen as being sympathetic to preds.
It is a race thing, just almost the complete opposite of the way most people think it is.
Obviously it's not one to one and there are plenty of things that are there just because, for the sake of jokes or what have you that actually don't have deeper meaning, but the things that do line up do so far too accurately to realistically be coincidence.
