It would be in their interests however, to deal with those that return, as they "know too much". That is easily dealt with tho, just need to use amnesiacs to make them forget about their time on the train. This could end up invalidating the train's function, but last I checked so long as the numbers go down it doesnt give a shit anyway.
The biggest problem would be cases like Lake's, where a denizen manages to come to earth. To keep watch about those they'd probably interview ex-passengers about any outsiders that may have with them, alongside keeping watch on the areas near where they arrived for any weird things. Then once the denizen is found they get their own containment procedure while being filed as related to the train.
