Do movies like The Lion King (2019), DInosaur, and Avatar count as cartoons? movies where all the environments and essentially all the characters are animated, but they don't consider it an animated movie because it was designed to be photorealistic?

Of course it's animated. There wasn't anything in that movie that wasn't made inside a computer. You could even argue that modern blockbusters are animations with live action elements with all the CGI being used.

Not really. In the same way that muppet-type puppets are cartoons made of felt, but realistic puppets made of latex with taxidermy eyes aren't cartoons, they're special effects. You're meant to believe those are real, that seems to be the defining point.
Of course these movies are still /co/ because they're adaptations of /co/ work, but there are lots of original all-CG or mostly-CG movies, and they're considered /tv/ unless the animation is meant to LOOK like animation.

Cartoon fans have begged for years that they want another Roger Rabbit film mixing live action with animation, but now most movies are beyond that point to the most extreme. Hell, a lot of Marvel movie characters are just animations added later.

To be fair to the Hobbit the time crunch on production and the studio demands that it be filmed in 3d precluded the extensive perspective tricks used in LotR.
