But assuming you mean the later, anime has been upping the amount of female characters with muscle definition somewhat recently. Many of the more popular shonen and seinen series have one.
And since western comics do nothing but try to keep up with Japan these days, there might be an influx.
We need to remember though that so very few artists can draw strong women attractively.
