Basically they had 5 directors on the project and each one considered themself to be the head director in charge of everything. And they broke down into factions gathering employees to each camp. One director would have about 8 animators, 2 riggers, and a color stylist, while another would gather up 3 background designers, a few riggers, and a couple animators, etc. And they would try to lord their authority over their chosen minion teams. It's a miracle the damn movie was made at all considering that chaos.
Sharktale was rewritten from the ground up at least three times. Meanwhile the rewrites did not follow the Dreamworks story beats requirements. Which is 2 jokes for kids, reference for adults, 2 kid jokes, adult reference, and a classic movie sequence in the second act. They had a solid pattern all movies had to follow and any breaking from this caused a lot of bullshit from Katzenberg's group. Meanwhile Smith's contract included a need for his likeness to be in the movie, his agency assumed animated film works like live action film for some reason so character designs had to be dropped since now more characters had to match Smith's human-ish redesign.This led to VERY hastily cobbled together models that were rigged horribly and it shows in the animation.
