>>120422210>does he fight the klanI can't remember a story where he specifically goes after the Klan, but a lot of villains in the pulp era were dressed in Klan-esque garbs and The Shadow dealt with those plenty. He also went up against several cults, and if you wanna get to the racial part of it there's one particular story (called The Dark Death) where some guy designs a super weapon that specifically kills black people and The Shadow races to stop him.
It wouldn't be unusual for him to fight the Klan at all. But it wasn't his usual targets. Those tended to vary depending on the years. He started off fighting gangsters, cult leaders and swindlers, moved on to spies and supervillains in the late 30s and early 40s, and about 70% of his villains in the pulps were ruthless businessmen operating under some veneer of legitimacy.
That's not getting into the radio show where he could be going against anything, from gangsters to hypnotists to snipers, to mad scientists and werewolves and so on, even aliens showed up once.
On the police, he is somewhat neutral. Most of his dealings with the police are filtered through Joe Cardona, who tends to be compared to Commissioner Gordon but he's really got more in common with Harvey Bullock, and the actual Commissioners of the series tend to be useless. There are stories where he goes after corrupt officials, Kings of Crime even has him waste a mayor. He tends to protect people who can't afford to rely on the police, like in the episode "The Blind Beggar Dies" or the stories where he helps crooks get redeemed, like Road of Crime or The Broken Napoleons.
Sometimes the police helps him, like in Masters of Death where Cardona leads a raid into Shiwan Khan's lair, and sometimes the police are actively targeting The Shadow and getting in the way, but they largely serve as either the clean-up crew or the ones who take the credit for what he does.
