You have no idea how society works, all these VA's have a parasocial relationship with their fans. Any public forum they access, is just that public. There's plenty of ways to privately express your grief, but candles, a universal symbol of remembering someone who died, having everybody who ever even sat in the same room as him tweeting a candle, and then extra tweets too because they just couldn't keep their mouth shuts, it leaked privately.

Calling people exists
hell you can still text someones phone number
if you really wanted to talk about it privately in your community. The difference is they all obviously didn't choose to do that route, and went public.
Tweets, are, public. Twitter has a private message option, but tweets, are, public. It'd be akin to all of them going to downtown LA, with a lit candle, and leaving it somewhere
