On top of lottos using "we'll fund schools" to get approval then state legislatures immediately cutting funding to schools from other sources, on top of school boards wasting assloads of money on fancy office palaces for administration, the entire standardized testing scheme is built and designed specifically to siphon money from already poor areas to good ones.
Property taxes tend to pay for schools which puts poor areas at a disadvantage, and then when they underperform on the CATs their funding is slashed. Meanwhile the rich kid school over in palm beach county with a massive campus gets more funding for already doing well.
It's part of the GOP strategy for every privatization push:
1 - claim publix X doesn't work
2 - sabotage public X
3 - point to sabotage and say "see? I was right!"
4 - $$$$$$
