If anything, we are forced to make some conjectures based on the available information, until someone in the production crew comes out and throws some light on the subject.
Based on the available info, it seems to indicate that the show was ordered for 2 seasons, unless they actually were renewed after season 1 for 1 more season, which means they still were on dark waters regarding the future of the series after season 2 ended. If they were so sure, or were so confident about having a third season/movie, then why end season 2 like that and not in a more straightforward cliffhanger like Beast Wars?
I once read that the show was cancelled midway of season 2 (but I read that on the shows's trivia page of imdb, so I doubt its verasity). But, if we assume that to be true for a moment, then why end the series open like that? If it was midway they should have had the time to rewrite and give it a more proper resolution, could they not? Unless they wanted to give us some termination, but still left ambigous enough for them to pick up later.
Those are my conjectures regarding the Mighty Max ending. Yes, I think they went for an open ending on purpose, an open ending that does fit the series, so they could also retake it the moment a new season, or movie was ever greenlited. In other words, they are not mutually exclusive.
