It's odd, Supes has Lex, Batman has the Joker, Wondy has the Cheetah and Hal has Sinestro, and they all have a certain je-ne-sais-quoi which sometimes almost makes you wonder if they are really villains.
And then for Barry and Arthur there's Black Manta and Grodd who are just total assholes.
