Although, maybe it would be better if they BOTH heard the voice. It’s still intended for Elsa, but they realise Anna can hear it too because she’s been marked by her magic. Some small part of it lingered behind. That way they both can start the journey together, instead of Anna stumbling into the woods while deaf to the literal call to adventure, tagging after her sister cluelessly. It also strengthens the whole Bridge theme. And, you know, the Sisters thing. They set out as equals, not a chosen one and a dead weight.
The Dark Sea scene can remain largely unchanged. They both hear the call, but Elsa is still the only one who can actually use magic, so she insists on going alone. Maybe Ahtohallan contacts Anna alone (!) and convinces her to stand down and play her part in the forest. No need for an ugly sister breakup.
Anna’s lingering magic could be removed when Ahtohallan uses all of it to freeze Elsa. Maybe she feels it yanked out of her, and that’s when she knows something is very wrong. Olaf begins flurrying shortly after. The magic never returns to Anna, and she accepts being “all human” while Elsa is “all magic”. That bond was formed by a tragic accident anyway, and they have a more important bond: love.
