Even when the bad guys experienced pain, there was a rubber effect to their suffering, so it never looked painful, just inconvenient. Cartoons back then were heavily criticized for the excessive amounts of violence they had.
Watching Yakko's breakdown is a failure to understand his abilities as a smooth talker who can solve his own problems, or be the anchor to other's problems. His sadness over Dot "dieing" in Wakko's Wish plays into the story's lore and shows he's got range. He's playing the part of a sad parent but he knows the twist that will eventually happen, so he's acting it up.
His panic attack over a clown that won't laugh at him is ridiculous. Why would he give two shits about what this clown thought about his routine? So long as Yakko knows his siblings are safe, not much can break him.
And watching Julia's torture projects character changes onto Brain that never existed in the original series. He's got a natural soft spot towards women, and he's a supporter of Hilary. What makes more sense is that he'd want to sabotage her to make people regret voting for her out of envy, but to outright fry her brain INTENTIONALLY is not his MO.
