Not every villain needs to be some complex, relatable, sad, etc. Which is something the writers fucked up, Gumbald had a lot going on with very little time to explore it or focus it anywhere but PB. He didn't play off anyone else well cause they were irrelevant to everything about him. A complex villain takes planning focus, time and talent.
The Lich is a call to action, by being simple you can easily apply a threat to various circumstances. He can test various aspects of characters as his simply evil nature causes events that themselves can be the focus. There is no need to ask why for he is simply a catalyst for events that take centre stage. Which is why the Lich controlling Billy worked so well, but Gumbald working with Fern was a bit limp and no one ever really talks about it. These are two characters with histories, feelings and goals. The fact there is nothing to their partnership sticks out.
Though I'm not convinced they could have used him well anyway. Glob could have served this purpose as well but they really didn't know what his appearance was meant to achieve. It kinda pushed a working together saves the day thing, but really focused on the Betty side plot many were not invested in. Characters that are antagonistic for the sake of plot often get called lazy, but you do need a good plan to make them work.
