Some people who will agree with you but say it's because it's sexist, or transphobic.
What it is is people acting silly. Exaggerated OTT characters of a certain group will look a certain way. It can resemble a stereotype, because it's a cariacture, and so are stereotypes. They work the same way. The difference is the intent, and is obvious:
1. the fact that these silly characters are written in a silly setting with silly antics and none of it is realistic should be a big hint that the author INTENDED THAT IT IS NOT TO BE REALISTIC!
2. the characters themselves are well rounded, which you can tell because despite the setting, is still a real sort of person in there; Dr Frank N. Furter is motivated by heartache
He's a freak, but for what he DOES. He's the BAD GUY. There's plenty of chars that are like him in looks, but nice and normal. GOOD GUYS. Don't ignore what's in front of you, especially if you are critical. Ypou need to look at that first if you're trying to gauge intent, and other little undertones etc have to be checked against that.

Take Morris Dancing. Quite a few black people who aren't bothered by the weird blacking up (which might be intended as blackface/black people, or a slightly dodgy homage to the Moorish sailors they got it from, or just to be coal onna face).
That's from people in the older gen, and it might just be nostalgia / ignoring the racist bit if it's subtle for some, but just pure like for others.
Let that indicate that your initial interpretation MIGHT not be the right one. Gotta look all over it.
