Her parents were working with Herbert Wyndham, the guy who would become High Evolutionary, when Jessica got radiation poisoning. Her father used a serum made from spiders to cure her but he had to put her in suspended animation while it took effect and cured her. Her body aged to her teens while sleeping but was still pretty much a kid Bova the cow lady took care of her for a while but then Hydra got her and turned her into one of their agents. Essentially she's matured to the state of a teenager even though physically she's in her thirties.
