They were starting to actually bond together before the writers made a love triangle with Duncan that cames out of nowhere for Gwen.
All Star made the relationship better in the wheel episode, but we really didn't needed other drama between them and not having Courtney's redemption.

They started bonding in World Tour, but then the Duncan love triangle happened for no reason at all, and both characters went down a notch because of it (especially Courtney), All-Stars, while still awful, was almost redeeming their relationship, but Sundae Muddy Sundae happened, and it was all downhill, killing Courtney's redemption arc and making everything bad about this season even worse.

To get back at Duncan when all of them were terrible. It’s like Korrasami and Mako. It’s a punishment ship even though Mako was never that bad compared to Duncan.

To be fair, the love triangle isn't the writer's fault. An executive wanted it to happen because she wanted to show kids that not all first loves work out and that relationships can be messy.

That might be one of the reasons, but I also think the writers gotta stuck in a corner because of how much of a powerhouse Team Amazon was, that they needed some way to disrupt their teamwork.
