And why were they making fun of themselves for not putting those characters in? If you think it's right to drop those characters, why make fun of yourself for doing it? I don't get it.
Either they thought it was right to drop them, and are only making fun of themselves to brush it off, or they didn't think it was right, and doing this to make it lok like it wasn't a mandate.
Or... it was a complete troll. I would like to think so, and you've all fallen for it. I think it was, because Minerva and other characters were partly developed by their voice actors, and they would've probably had a say or mentioned something. And it's been silent.
I hope so. I want to think that they don't have such low expectations of their audience that they'll fall for 'le self aware joke' that only makes them look more unfocussed in their writing than people allege (not seen the show).
