If your buddy challenges you to a knife fight and you stab them, it’s manslaughter at best if they die, though you can make an argument for self defense and get off scott free.
But gems aren’t humans anyway, so they aren’t protected by human law, and most humans wouldn’t care. It’s not their business if aliens go killing each other. All Steven did was break a rock.
And according to gem law, Steven is part of ancient god emperor royalty, and as such is allowed to do whatever he wants with his own subjects, which are basically his property. Jasper being in his own personal court makes this even more acceptable than if he’d destroyed another diamond’s gem, though probably they wouldn’t care either.
Jasper may have chosen to hold a personal grudge over it, but we see she actually only gets wet over it, so no accountability there either.
The crystal gems might have thought to call Steven out on it, but they love him, so they’re ready to forgive him for anything, same as his close human friends and family.
That only leaves Steven to have to answer to his own guilt.
