That'd mean BILLIONS of them, all over the planet, consuming everything like an eldritch construction-paper-looking locust horde. And as somebody like Goo demonstrates, there's no real limit to the number of friends a person can make. It wouldn't work from any real-world physical perspective.
If I had to hand-wave all that, it'd be something like "It takes a kind of mental effort and time consumption most don't want to partake in. Given how some kids adopt imaginary friends, it's probably a privilege in time and allowance most can't take advantage of."
