1 was a legitimate project, 2 was a cashgrab, and 3 to 13 were profitable enough on home video to justify keeping an animation division working.

The second to last movie was released in 2007 which was at the far tail end of the home video period - it was the release year of Disney's Cinderella III. After that it was probably unprofitable for studios owned by major companies to release direct to video productions.on a regular schedule, leaving those to more niche studios.

2007-08 had a TV series which apparently aired on Cartoon Network in the US. The TV cartoon landscape was pretty dire then, the best new show that year was Chowder.

14 was in production in 2014 and released in 2016, exclusively at Walmart. It was probably a nostalgia release for young Millennial parents but might have been a bit premature.

Kids like dinosaurs, so movies about dinosaurs sell. Same reason there are a fuck ton of Air Bud movies. They appeal to kids who like sports and dogs (before they realized that they'd have a bigger market if they dropped the sports and just had a bunch of puppies doing shit). Swan Princess follows the same logic for girls. Spinning the movies off a popular movie is just easier than trying to sell "Dinosaur and Friends"

Direct to video release is cheaper to produce, market, and distribute. The better question you should be asking is, why didn't more animation in the US go this route before youtube.
