And... well, yeah, he was into bondage and incorporated that into Wonder Woman. But that's not the key reason for the lasso.
Wonder Woman was created during a time when there was a growing backlash against "violent" comics, with all the problems solved by punching and shooting. Marston stepped in and wrote articles in defense of comics, saying that sure it was getting a little out of hand, but the solution shouldn't be to censor comics, but rather to offer less violent alternatives.
DC was very much in love with that idea (since it wouldn't involve having to change any of their successful books) and hired Marston to create a superhero that didn't solve problems as violently. Obviously he was happy to sneak his fetish in there too, but the point of the lasso was that WW was just throwing the rope around bad guys and tying them up rather than breaking their jaws.
I would argue that it's a bit hard to reconcile the "let's give her lots of ancient weapons" trend with the way she was explicitly intended to be a less violent hero, but it's certainly not impossible to reconcile it. Provided writers make an effort to keep her a hero that's less violent and more peaceful than the alternatives... well, mission accomplished.
Bonus points if they also follow on the creator's footsteps by slipping a little fetish fun in there under the radar.
