They're moon bounce shoes.
The characters name is Romper Stomper. This is the same title of an early Russel Crowe film where he plays a neo nazi who wears big steel toes.
I assumed it's just a sort of weird stretch kinda joke. Like, here's this hardcore prison character names romper stomper, but he's a kid; so he's got moon bounce shoes.
One of their weird jokes instead of a narrative based one.

I'll probably give the new Animaniacs a watch, and ignore any political pandering or potential SJWisms because I have faith that even if it's shoehorned into episodes it would only take up barely a fraction of episodes and will be forgotten in time.

However if entire episodes become some kindof extreme-left leaning pedestal of preaching like other shows that have gone down the drain like Dr Who, then yeah I'd just drop it and forget about it.
