Yes, it seems dated and weird 30 years later, but what needs to be understood is that BTAS was the first 'dark' animated interpretation of Batman ever put in front of children; there was a lot of trepidation on the part of the studio to let it run. Hence why there were so many weird episodes and out of place scenes.
Yes, BTAS is better, but it's not because Beyond is bad by any means. It has lower production values, but that doesn't take away from the good writing, which more than makes up for it. And by that point, the studios understood that a 'dark' interpretation of a superhero was marketable, so they let more gruesome shit through the gate in Beyond.
It wouldn't be until the Return of the Joker that the studios finally started to clutch their pearls.
