Both Captain Marvel and Wonder Woman are characters DC fought to buy and that share too many similarities with Superman that i feel some editor or group of editors feel they step on Superman's toes somehow so they'd rather be in control of them and keep them forever in Superman's shadow in fear that they ever overshadow him. That's my take on it at least.
Captain Marvel is often used by DC as a character who hero-worship Superman as this big hero and role model, and that is used as a pawn by villains and sacrificed to save the day.
Wonder Woman is often used by DC as a character who cock-worship Superman as this big man and hero, and that is used as a cock-hungry seductress and manipulator that ends up being dicked by Superman into submission/domestication.
What i am saying they're often depicted as potential supporting characters and outright plot-devices for Superman stories. DC tries to signal pretty hard they're in Superman's shadow.
It's not even just Cap and Wondy, either. Superman editorial seems to fear any Super-Something character as well: Superboy, Supergirl, Steel, Supersons. Every time some writer tries to bring them back or do something with them editors go full retard with these characters trying to sideline them.
