At base, you'd need something with power capable of killing universes to multiverses. People like to bring up the death cave in 2935 but that was implied to be a result of one of the Brothers Death having a lark.

Factoring in the Leviathan and OverMeta pataphysics stuff, you'd need something capable of transcending narratives where a single layer of a lowest order narrative contains entire omniverses.

I said that the Brothers are weaker than the Scarlet King because, if I remember correctly, the Brothers Death broke down the gates of hell and let out armies to try to stop the Scarlet King, but it didn’t work; would of been a useless endeavor if they could of fought him by themselves.

Scp 1915 is countered by Nature, Yes, but it just shows that specific anomalies can work on high scales while also being able to be countered on low scales.

If it can be written well enough and fits within the loose unspoken (and spoken) guidelines for the site, nothing's stopping you from doing it. It'll probably be downvoted to hell if the concept and/or execution is shit, and might end up deleted, but you're welcome to try.
If you're trying to make something that beats everything else in a fight and kills all the other SCPs and is the best, know that the queue for that title is pretty long. One of the 001 proposals is the in-universe characters actively attempting to assassinate the SCP writers, and that one is about a decade old. It's a personal favorite of mine.

Old articles were short and to the point. You get how the spooky monster works. It's never explained, but you get a good grasp on what it does. You're given brief tests done on it. What goes on with it. It's to the point.
Newer SCPs are more or less stories rather than data, tales told rather than summaries on what object/monster you're looking at. Instead of doing something slightly simple like phasing through walls, it does something weird like project itself on a 2016 recorded tape of We are Number One.

I myself can see Alucard winning if he goes maximum munitions overkill which, landing enough shots, could cripple Dio. And Alucard with the homing bullets girl could land hits.
Alucard's best powers being blood based was a good point in Dio's favor. The more Alucard leans into his own personal powerset the worse the fight goes.

Sheer numbers really. Unless Alucard goes level 0 for some reason, Dio doesn't really have a way to put him down until he inevitably fucks up and eats a bullet designed to utterly fuck vampires. Stand or not a bad hit fucked him until he was saved by convenient jojo blood. If he got hit by what Alucard's packing he's going down for the count and basic bitch blood isn't going to save him.

Parasite likely isn't going to work either since Alucard doesn't have a conventional body and is more of a mass of blood. Besides he could likely no sell it anyway if Dio could even get it off before him or the parasite get exploded.

Dio also never fights like how the blog implies he would against Alucard. He never spammed World non stop and succ'd victims during it. Dio would fuck up for one reason or another and once that happens he's dead. He can't afford to take a bad hit, while Alucard can take as many bad hits as he wants. Dio probably couldn't even kill him enough times before the sun rises and kills him or forces him to run
