And if they had Batgirl stories with her they wanted to tell, they could have just done untold stories set in the past.
Keep in mind that even pre Killing Joke, Barbara had never gotten her own series, comparatively Supergirl, on the other hand, had gotten her own ongoings and headlined Anthology titles. Batgirl was never realy anything more than a back up feature.
It all really came down to Didio finally managing to force through his nostalgia with the reboot as an excuse. If Simone hadn't fought for them keeping Oracle as part of her history, they just would have gotten rid of Killing Joke and her Oracle history altogether.
And because of the reboot, we don't actually see Barbara recover as the character we knew her as. Not only was she already healed her pre-existing relationships with Cass, Steph and the Birds were all gone (which also gutted her Oracle career) so we don't see any organic development.
