There's nothing wrong with the Snick/Nick@Nite stuff, but it hampered the network slightly by not having the airspace for a larger variety of programs, in addition to the Nick Jr. programming block eating up 6AM to 1PM. Imagine how many more Oh Yeah! Cartoons might've gotten greenlit. That said, I can't stress the value of the live action original programming they had, such as Legends of the Hidden Temple or Pete & Pete, at creating a great all around kids network. Live Action stuff that has survived to the modern day, unlike "Bug Juice" or "So Weird" from Disney.
Cartoon Network decided to exemplify its name and become a network station for all cartoons, for young and old, from the 40s to the modern day, from America to Japan.
But I was 5 in 2002, so what do I know. I can barely remember what was on tv when my life revolved around prime time. It's all a mishmash of Fridays, Har Har Tharsdays, U-Pick, and Phantom of the Multiplex.
