In the story azula is like 14 (though all the characters are written to be 16+). Regardless though she’s a teen girl who grew in a strict household with a dogma of might makes right. Like any teen girl the only requirements to seduce one is to be at least 2 years older but no more than 4 (they’re stupid and associate age with maturity = power), 2nd be moderately fit and at least average in the face region, and lastly play into her interest. Like for her show off how “strong you are” either through your physicality or through you throwing your weight around verbal/mentally with service staff to display your sense of superiority. Other than that just do all the normal things it takes to get a girl, like pretending to care about her, her problems, and interest
