In short, the actual story of the show did not sufficiently develop the relationship, even though we as viewers knew what was going to happen. They dumped all the development into the last season, and they didn't even do it very well. Putting the dramatic kiss scene right at the end fucks up the pacing like hell, for instance. And Catra basically goes from misunderstood bad guy to fluffy good guy in like one episode. Very little development of the relationship between Glimmer and Catra, which is obviously the most important dynamic out of all of them, because it's the catalyst for her change of heart (catra can't trust adora so she needs a different female friend to change her). Instead they spend a bunch of time on Netossa and Spinnerella, which is just the dumbest fucking idea imaginable. Imagine cutting out 90% of the cast in the last season and focusing on the secondary lesbians instead of the primary ones.
I'm ranting a bit but you get the idea. They didn't do the couple justice. There isn't a believable progression from sisters to enemies to friends to lovers.
