It's because Bill is an idealized hodgepodge of traits women find appealing, whether they want to admit it or not.
He's arrogant, over-confident, and lustful. He's passionate for the things he's interested in-- and a leader (albeit a de facto one). These are macho traits that (generally submissive) women find irresistible.
He is also, however, physically weak, dirty, rude, cowardly, and selfish. He isn't afraid to (sometimes literally) step on others and pull them down with him in order to appear better or stronger than he really is. These are classic "bad boy" traits that (generally more domineering) women find attractive.
Bill appeals to women because he can sate any fantasy. They can fantasize about him raping them and calling them a dirty whore, or they can fantasize about raping him and making him cry. He's also a manchild, which ties into the untapped potential for womens' maternal instincts to nurture and support. He's a womens' dream man, if only they can get past his greasy exterior. And even that appeals further to women with fetishes for gross/unwashed men.
