I wouldn't say he was "glad" that she didn't "force himself on her". At the end it seemed as though Steven wanted Spinel to do what would make her happy, and I'm pretty sure Steven was happy to see Spinel go off to live a new life. It is possible that he would have been okay with her staying around if she wanted to, otherwise he wouldn't have chased after her after she walked away while Steven was reuniting with the CGs, Connie and Greg. Steven probably let her go to the Diamonds because he may have felt that this was what Spinel at the time was most comfortable doing. >And then all of that ending is completely ignored in Future.
I agree that I didn't like her character in Homeworld Bound, but even with all that stuff with space and healing and all, it's not surprising that Spinel would hold Steven in a very high regard after helping her begin to move on from the past. Jasper literally considered Steven to be her Diamond after he shattered her, AKA she considered him to be her god. That's not really her wanting to build a friendship. She wanted to pretty much be his permanent servant.
