As for the Etheria's Horde, my understanding was that it comprised Crimson Waste scum, among others (is Rogelio being a lizard connected to this?). But then the kuds were fed lies about the evil princesses rather than socioeconomic inequality. Maybe the officers knew what was actually up? Octavia?
