Real, actual people were lived under his rule during the show. People jack saw them with his own eyes, talked and helped them and stuff. You can't just say they weren't real.
But then, if you start doing timelines and shit, why should jack bother? If there's a timeline jack goes to the past and one where he doesn't and one where he stops for tea one more time before going to the past, and one where everyone has buttplugs on them 24/7, then there's no reason for him to do fuckall.
