If everything didn't go tits up at once and people were told, "Wear a mask, go to work. If you don't wear a mask, you will be warned then fined. Employers are expected to enforce this with their employees, anyone caught not doing so, the corporation will face a heavy fine".
There would probably be a lot more incentive to wear a mask under those conditions. It's like dog shit fines, sure, you still find some of it on sidewalks, but those $100 fines deter most people into not doing it. And you didn't have to resort to locking up all dogs in order to accomplish it.
