Even after he becomes an adult, in civilian clothes he just looks like a good looking but otherwise totally average joe and only appears heroic once he reveals his fit bod and eye catching suit.
The idea is, he levels up when he puts his suit on.
I don't actually hate homecoming spidey (although I do resent that he's been given ganke), but for some reason he looks and sounds way worse in clips and pictures than in the actual movie. In clips and certain pictures, he really does come off as iron boy, but in the actual movie he himself is at least decent.
