>QuorumWhich given this show's blatant Grant Morrison worship is probably a reference to Status Quorum / The Hand from his original comic The Filth. In particular, the protagonist of The Filth is part of the department within The Hand known as The Finger (AKA episode title today of Finger Patrol, which on a surface level was based on Cliff accidentally cutting off that burglar's finger but on a deeper level was another reference to The Filth).
If you haven't read it (which you should, it's his best comic in my opinion) The Hand is a secret police force that goes around finding and eliminating threats to the status quo i.e. they usually hunt down and kill oddities like the Doom Patrol.
Since they already changed around everything with The Ant Farm stuff I'm thinking they'll make The Hand part of that Bureau of Normalcy / Ant Farm government organization.
