OP's photo is not Titanium Man, but FACADE, a mysterious armored assassin who's one of THE most infamous dangling plotlines in Spider-Man history.
He appeared in only one story, in Web of Spider-Man right before the Clone Saga. In the story, he killed asshole rival photographer Lance Bannon for discovering a big secret.
Urban legend is that FACADE was supposed to be J Jonah Jameson; that writer Terry Kavanaugh wanted JJJ to be evil again and that FACADE would be his replacement for the Spider-Slayer bots he financed in the past.
Supposedly everyone was busy getting ready for the Spider-Clone Saga (and every Spidey book being intertwined until further notice) that Kavanaugh snuck the story through and editorial didn't notice until it was too late, forcing him to cut the ending where JJJ was revealed to be FACADE. And then, embargoed all future writers from using FACADE out of fear that someone might take up Kavanaugh's plan and have JJJ turn out to be FACADE down the line.
