I mean, Vader was redeemed, I don't know if I would call some of those villains popular at all. It also ignores characters over the years like Zuko, Sasuke, etc. that do a heal-face-turn and were villanous at one point in the story but not remembered as villains, there are a lot of characters like that.
Meanwhile, although Azula cries because she has a literal psychotic breakdown, she pointedly isn't redeemed. I'm trying to think of other female /co/ villains, Lord Dominator doesn't get redeemed or break down crying, I don't see how you can say Shego doesn't count as a villain just because she wasn't eating babies since most of the bad guys in your picture are like you said sympathetic. Wuya wasn't redeemed, was she?
Even when you look at, for example, Poison Icy and Harley Quinn. Poison Ivy isn't usually redeemed so much as sometimes her cause is presented as kind of justified although horrible. She is only a cause villain, more than Darth Vader, who was about personal ambition and not a cause. Harley is "Chaotic Neutral" or whatever the fuck not a cause villain, but she doesn't really break down crying. Mystique from the X-Men is a cause villain, the same as Magneto.
I mean, let's just look at the shows you've mentioned. Shadow Weaver from that same show also doesn't break down crying, she does a single good deed, whether or not that redeems her is debatable. Meanwhile the male villain, Hordak, like Catra, is also redeemed. Varian, the other big male villain from Tangled the Series is also redeemed, while Zhan Tiri, the main FEMALE villain, is a complete monster and not redeemed at all. I didn't watch Voltron. Was nobody male on the "bad side" redeemed? SU is hard to compare since there were hardly any important male characters at all. Once common complaint is that the Diamonds didn't really get redeemed or change at all, though.
I feel like if you cherry-pick from the huge number of male and female villains, you could make any argument here.
