Maybe not ethical, but up until the point that Kuvira didn't cede power to the Earth King (Which honestly isn't that hard to demonize, Prince Wu is young and really shouldn't be leading until he gets more training to actually lead to avoid another Earth Queen scenario)
Kuvira is fine as an antagonist of a sorts, but the real problem was that Zaheer left a power vaccum that everyone refused to step in and stabilize, yet all the problems were dumped on Kuvira. Yes, later in the season it shows that she's making weapons of mass destruction and that stupid mecha.
Kuvira was a symptom, not the cause. Hell, this is partially acknowledged in the comics - Prince Wu's push for democracy so quickly was because he felt like he couldn't fulfil a leadership role, and eventually realizes that the progress to democracy is going to be slow, and he'll let the Earth towns democratize at their own pace, and in the meantime he'll try to be a good king who listens to people.
My problem with Season 4 is that it tries to paint Kuvira as this big bad antagonist while seemingly missing the point that everyone sitting on their asses after the Earth Queen died is what caused the mess to begin with. If people had actually taken up leadership roles, Kuvira wouldn't have felt it was needed to take control so directly
