Quality varies from show to show, but at the best level you have stuff that puts pretty much everything that isn't a Tartakovsky joint to shame for a tiny fraction of the budget and production schedule. For that I lay most of the blame with actual western animators and a pathetic level of creative ambition, even the most slideshowy of non-Toei anime can slather things up with a fine gloss of basic cinematic techniques or solid color and light direction that makes them infinitely more appealing just to look at than whatever CN airs.
