No, webtoons have a whole different style and produced in long strip format. It's originated from Korea and have a different genre of it's own.

Pretty much yes. There are lots of western artists who produce webtoons besides Koreans. At least it's more acceptable in /co/ than /a/.

There are lots of different styles and genres suited for your taste and it's still growing.
