He isn't a joke (more than anyone else on the show), his gayness isn't a joke, and he isn't a stereotype (Dana may be lisping a little with the lines, but it's not too much). But nearly everyone else is either a stereotype or their gayness is the joke as in "wouldn't it be funny if this character was really, really gay?" In the OSI vs Sphinx (GI Joe vs Cobra) storylines, they make some obvious swipes at GI Joe characters. One was Shore-Leave, a direct ripoff of GI Joe character "Gung-Ho" only really, really gay. And that's the joke. His gayness isn't a detriment, he's no less effective of a soldier, but they simply took a character from another IP and decided the joke was he's "really gay."
