So it's possible that it's both close enough for driving and far enough to warrant flying (depending on your airports it is sometimes worth flying as little as 50 miles, but it's usually more hassle these days than it was in 1990-whatever), but the likelihood there is that if it's far enough away, Marge would not have arrived by car or by plane within a few hours. It's still night at the end of the episode, the hotel is being paid for by the power plant so it's not another night, and the adjoining suite is therefore still Mindy's.
The balance of probability is that he's fucking Mindy, based on the clues within the episode. Outside of this one episode, Marge's reaction to hearing Homer talk about what "happened" with Mindy in Capitol City in the episode "Another Simpsons Clip Show" is one of visceral surprise and anger ("what DID happen to Mindy?"), suggesting she was totally unaware that Mindy was even in Capitol City with Homer, which seems unlikely given the nature of the trip.
Further to that conversation, Homer claims Mindy "hit the bottle pretty hard and lost her job", but Mindy is frequently seen as a background character at the plant as well as around Springfield, as recently as season 25. So it's clearly untrue, which casts the rest of Homer's testimony to Marge in a poor light at best and suggests - since the odds of Mindy and Marge both owning the same dress and taking it to Capitol City with them are reasonably small - that Homer did indeed simply pretend he was fucking Marge to alleviate his guilty conscience.
