Photoshop is great at getting the animatic done. You can draw well inside the program, and there's already a timeline tool. Just be sure to find good points to break up your file otherwise your computer might complain about scratch discs. If it does complain about scratch discs, it just wants you to make your files smaller. For a musical animatic like in your example, you might want 2-3 different files for it.
If you want to use some motion graphics in your animatic, I'd recommend Animate. Animate keeps the timeline simple to read. Though it'll take time to export and import your images from photoshop to Animate. Animate has its limits though, After Effects has a lot more tools at your disposal, like masking for example. Which is great for transitions.
